Why can't we have IV's in our BPI arm

Judy just reminded me of this. But I got asked not too long ago by a phlebotomist exactly why I can't get stuck in that arm and I didn't know why (other than it has a tendancy to spasm with pain). I felt really stupid just telling her "because you can't". I'd really like to know the clinical answer.
