Check into the Shriners Hospital in Montreal, I had surgery there when I was 14 (I live in Montreal,QC). Also try Toronto's Sick Kids again, as this time it would be for secondary surgery and not nerve graft (which is what is done when they are babies). And as far as I know the USA/Canada Shriner's ...

jmar, I have complete hand, wrist, elbow function. It's just my shoulder joint that does not work much (no external rotation, no complete shoulder flexion/extension...)

Having worked in the NICU, yes it's true.. we can usually get a vein on anyone! I did it my first day in the NICU and was happy I was able to.

How much hand/finger function does she have?

Can she put her BPI arm up onto her head with help from her other arm?

You can also ask for the IV Team (if they have one) or for an anasthesiologist to come and try..
